A Moon in Libra settles when things are in proportion. Libra is a cardinal air sign, and the Moon there is read as a nature that handles feeling through other people: a conversation, a second opinion, an agreement reached across a table. A water-sign Moon goes inward to sense its way. The Libra Moon tends to step a pace back from the feeling and look at it from both sides, so its first need is company that is fair-minded and easy to be with.
The traditional ruler of the sign is Venus, and the Moon in her sign takes on her concerns: courtesy, harmony, agreeable surroundings, the sense that everyone is being treated evenly. She is at home in Cancer, her own sign, and she is exalted in Taurus; those are her dignities. Her debilities are Capricorn, her detriment, and Scorpio, her fall. Libra is none of these, so the Moon in Libra has no dignity by sign. She is not helped by the sign and not hindered by it.
That makes Libra a place where the surrounding facts matter more than the sign. First comes Venus, who rules Libra and so answers for the Moon’s situation: the sign she is in, the house she holds and the aspects she receives all colour how comfortably the Moon can act. Because Libra is a sociable sign, it is tempting to call the Moon comfortable there. Without dignity by sign, though, she is better pictured as neither an honoured guest nor a stranger turned away. With nothing from the sign to lean on, the reader looks to the rest of the chart to see whether she is carried along by good company or left to manage by herself.
Moon sign vs Sun sign
The Sun spends about a month in each sign every year, so a Libra Sun is shared by everyone born in that stretch. It describes how a person wants to shine, to be seen and to act. The Moon moves about thirteen degrees a day and changes sign every two and a half days or so. A Libra Moon is therefore a much more individual placement, and two people with the same Sun sign can have Moons on opposite sides of the zodiac.
The difference matters here. A person with a Libra Sun may present a consistent, diplomatic face to the world. A person with a Libra Moon may be quite different on the outside, say bluntly outspoken, while privately needing reassurance that nothing has gone out of true between themselves and someone close. The Sun is the stage; the Moon is the weather backstage.
